The benefits that are eligible for the ECO4 scheme are:

• Income based Jobseekers allowance
• Income related Employment & Support Allowance
• Income Support
• Pension Credit
• Housing Benefit
• Tax Credits (Child or Working Tax Credit)
• Universal Credit

You also qualify if you claim Child Benefit and have an annual household income below a threshold.

Your home must either have no heating at all, or one of the following systems:

• Electric room heaters, including direct-acting room heaters, fan heaters or inefficient electric storage heaters
• Gas room heaters; including fixed mains gas room heaters; or
• Gas fire with back boiler; or
• Solid fossil fuel fire with back boiler, or
• Mains gas warm air heating system, or
• Electric underfloor or ceiling heating (not part of an electric boiler); or
• Bottled LPG room heating; or
• Solid fossil fuel room heaters; or
• Wood/biomass room heating; or
• Oil room heaters

Eco Flex rules allow your local council to recommend that you qualify for a grant regardless of your benefit claim.

This must first be approved by your local authority, but can be applied in any of the four circumstances:

1.  You have a household income below £31,000.

2. Your home has an EPC rating of E, F or G AND

• You receive a council tax rebate (excludes single persons) or;
• A member of your household is vulnerable to living in the cold or;
• A member of your houshold if referred under a local authority scheme to support vulnerable households or;
• A member of the household recieves free school meals or;
• Your household is identified as struggling with sustained debt on utility bills and have been referred to the local authority for support by Citizens Advice, your energy supplier or mortgage lender

3. You are referred to the local authority by the NHS due to a health condition that could be worsened by living in a cold home.  These typically include respitory problems, cardiovascular problems, limited mobility or suppressed immune systems.

4. Your local authority runs their own scheme which you may qualify under, such as a fuel poverty scheme.
